downstream, chemicals, Oronite, project resource and corporate auditing in both
domestic and international settings. Carlos is a huge believer in communication
and has a background in building programs in health, environmental, safety and
security, with proven leadership in problem solving and human performance
issues.

Dimension LLC President, James P. Colunga is a 38 plus year veteran officer
with the Texas Department of Public Safety. He started his DPS career as a
Trooper in the driver license division in Port Arthur, Texas, and then moved to
the Highway Patrol Division in Ellis County where he made Corporal. In
2003, James accepted and maintained the position of Public Information
Officer/Safety Education for the Navarro/Ellis County area until his retirement
from the Agency.

course work from Kennedy Western University in Agora Hills
California, a Master of Science in Quality Management from Loyola University in
New Orleans, Lousisiana, a Bachelor of Science in Biological Sciences from Texas
Southern University in Houston, Texas and an Associate of Science in Electronics
Technology from Video Technical Institute in Houston, Texas. He also holds an
Associate of Arts degree in Pastoral Theology from the University of St. Thomas
in Houston, Texas. Dr. Simon further credentials include: Certified Safety
Professional, Certified Quality Engineer, Certified Quality Manager, Certified
Quality Auditor, Certified Lead API Q1 Auditor, Certified Lead ISO 9000 2001
Auditor, Certified ISO 14001 Lead Auditor and Certified Six Sigma Black Belt.
Mr. Simon's professional experience includes: QC Lab Technician to Packaging QA/QC Manager with Mars Inc., Senior Subsea Quality Engineer for drilling and completion equipment for ABB Vetco Gray (now known as GE Oil and Gas), Global HESQ Continual Process Improvement Coordinator with Halliburton, HSE and Quality (HSEQ) Regional Gulf of Mexico Manager for Halliburton Subsea (later known as Subsea 7), and HSEQ Major Capital Project Lead and HSE Senior Advisor for Chevron Corp.
Mr. Simon considers his strenghths are in the quality and safety management of major capital projects (development of procedures and contract exhibits, reporting metrics audits), in the assessment, development and implementaition of safety culture, business function process development and improvement, incident and equipment failure investigation and root cause analysis, auditing, subcontractor management and in risk management.
